Wanneroo Community Hub

Renewing the Wanneroo Recreation Centre on Scenic Drive as a modern hub for local community groups.

The Wanneroo Recreation Centre on Scenic Drive, within Lake Joondalup Park, has served our community since the early 1970s. After more than 50 years it needs significant work to stay fit for purpose. The existing centre is now planned to be renewed as a Community Hub, with indoor sport moving to a separate new Sports Hub.

This project began as the Wanneroo Recreation Precinct Upgrade. In December 2025 Council split it into two separate projects. See also: Wanneroo Sports Hub →
Why the centre needs renewing
  • Built in the early 1970s — after more than 50 years, several assets are approaching the end of their functional life.
  • The central hall is inaccessible and blocks access to other rooms in the building.
  • Neither changeroom complies with current standards, and the court does not meet basketball standards.
  • The building cannot currently meet evacuation centre requirements.
  • Doing nothing would mean continued deterioration, rising maintenance costs and the risk of closures from asset failures.

What happened?

At a briefing on 10 November 2026, councillors were shown four ways to renew the Recreation Centre:

  • Option 1 — Repairs and compliance work only: about $8.2 million
  • Option 2 — Refurbish and upgrade: about $14.2 million (recommended)
  • Option 3 — New single-storey building: about $24.3 million
  • Option 4 — New two-storey building: about $27.3 million

The City recommends Option 2 because it fixes the building and meets most community needs without clearing the surrounding bushland.

What does it mean for you?

You would get new community rooms, a craft room with a kiln, a bigger kitchen, more toilets and showers, a Changing Place accessible toilet, and a building that can be used as an evacuation centre.

The indoor basketball court would go, and there is no room for a Scout hall or café, so some groups would need to move. Parts of the centre may need to close during building.

What happens next?

Council will make the decision at a Council meeting. If it agrees, the City will ask users and residents for their views from November 2026 to February 2027, report back around April 2027, design the works from mid-2027, and build from May 2028 to May 2029.

The Member for Wanneroo, Sabine Winton MLA, supports the smaller Option 1, as it is the most likely to be finished before the State's $5 million funding deadline in March 2029.

What happened?

At the 22 July 2025 Council meeting, I moved the motion to endorse the revised design for community feedback and to finish the detailed design. It was seconded by Cr Smith.

The building was moved closer to Scenic Drive, further from the highest bushfire-risk areas and with less impact on the environment. Building was expected from mid-2026 to mid-2027. The cost estimate rose to $21.2 million, and no extra State or Federal funding had been secured, leaving a gap of about $10.4 million.

What happened next?

After community feedback, Council decided in December 2025 not to proceed at Scenic Park.
