Elliott Road Clubrooms & Courts Upgrade

This community facility upgrade is currently in construction, with a total budget of $2,050,000 and completion expected in the 2026/2027 financial year. Construction is currently underway, and renewals will include minor upgrades to LED lighting, a small expansion of the tennis court footprint to achieve run off compliance and new fencing.

The delivery of these works requires the use of heavy machinery for the purpose of demolition, excavation and ground compaction, which will result in some noise and vibration at times.

Completion is anticipated by September 2026.

Western Power upgrade works were also part of this project and were completed in March 2026. This saw the overhead power supply being converted to an underground supply and included the installation of a green dome at the lot boundary.

Once completed, this renewal will reduce ongoing maintenance concerns for this facility, extend the life of these community assets and improve safety for tennis participants at night.

Works will include:

Works are scheduled to commence during the winter sports season from 1 April 2026, with anticipated completion by the end of September 2026. The exact timing may vary depending on the availability of the City's contractor, material supply and weather conditions.

During construction, temporary site fencing will be in place to safely manage pedestrians around the worksite. Whilst it is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure this is kept to a minimum.

Arrangements have been made with the Wanneroo Tennis Club to utilise the outdoor tennis courts at Wanneroo Showgrounds to support their ongoing activities during these works. Advanced notification correspondence will be sent to the adjoining landowners/residents.

25202 — Renewal of Tennis Courts, Fencing and Lighting at Elliot Park, Wanneroo

The City, as part of its 2025/2026 Capital Works Program, is progressing with the detailed design for the upgrade of the clubrooms building at Elliot Park, Wanneroo. As part of the design process, the City is planning to undertake preliminary excavation works to inspect the presence, size, depth, frequency and orientation of tree roots located within close proximity to the west of the building, to determine the feasibility of a potential extension to the building that would accommodate user group storage requirements and a new universal access toilet.

Works will include:

• Careful removal and storage of turf for later reinstatement.
• Shallow excavation using a mini excavator under the supervision of an arborist.
• Hand excavation in proximity to tree roots.
• Inspection and recording of exposed roots.
• Temporary protection of exposed roots.
• Backfilling and reinstatement of the excavation.

These works will be undertaken in a controlled and supervised manner to:

• Minimise damage to tree roots and retained trees.
• Protect surrounding ground conditions and adjacent assets.
• Ensure safe working practices for site personnel and the public.

Works are planned to commence in early February 2026, following the appointment of a contractor. The exact timing may vary depending on contractor availability and weather conditions. During these investigations, temporary fencing will be in place to direct the public around the work areas. Whilst it is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure this is kept to a minimum.
