Elliott Rd & Wanneroo Rd Intersection

Wanneroo Road at Elliot Road is an existing T-Junction intersection with a central median seagull island on Wanneroo Road. Wanneroo Road is a four-lane dual carriageway Primary Distributor Road carrying approximately 25,000 vehicles per day and is under the care and control of Main Roads WA. Elliot Road is a Local Distributor Road carrying approximately 5,700 vehicles per day under the care and control of the City. The five-year crash data indicates a total of 37 crashes occurred at the intersection, 1 of which required Hospital admission and 8 requiring medical attention.

Project updates

September 2026

The City, as part of its 2026/2027 Capital Works Program, is now proceeding with upgrades at the intersection of Wanneroo Road and Elliot Road, Wanneroo.

Works will include:

  • Construction of a new left-turn pocket on Wanneroo Road
  • Upgrades to the median islands and pedestrian crossings
  • Footpath reconstruction
  • Asphalt resurfacing on Wanneroo Road and Elliot Road

Works are scheduled to commence on 19 October 2026 and are expected to be completed within approximately seven weeks. The exact timing may vary depending on contractor availability, material supply and weather conditions.

Works will take place under single lane closures between 7:00am and 5:00pm. Full road closures will be required on Elliot Road for some of these works between 9:00am and 3:00pm.

Night works and full intersection closure — intersection resurfacing

Due to traffic volumes exceeding acceptable limits for full road closures on Wanneroo Road, and to ensure public safety, night works are required for the resurfacing works with a full intersection closure between 7:00pm and 5:00am.

All road closures will have detours in place and access to properties will be maintained at all times. Variable Message Boards (VMBs) will be placed on the verges two weeks prior to commencement to inform and guide road users during these temporary road access changes. The City's project webpage will be updated with these details, and a public notice message will also appear on the City's website.

During construction, temporary traffic management and relevant signage will be in place to safely manage traffic and pedestrians around the worksite. Whilst it is inevitable that works of this nature will cause some inconvenience, every endeavour will be made to ensure this is kept to a minimum.

Advance notification letters will be sent to adjoining landowners/residents, schools and businesses. The City's contractor, Roads 2000, will also send a notification letter one week prior to construction commencing, which will detail their supervisor's contact details.

February 2026

The City, as part of its 2025/2026 Capital Works Program, included the intersection upgrade at Elliot Road and Wanneroo Road, Wanneroo for construction.

Due to the delays with Main Road WA and other departments, which impacted the finalisation of the design, construction will now occur in the 2026/2027 Financial Year. It is anticipated that works will be scheduled to commence in the second half of 2026, with completion by the end of 2026.

September 2025

Administration advises the detailed design is currently with Main Roads Western Australia (MRWA) for review and approval. As part of their review, several queries were raised that required refinement of the design. Once approval is attained, the project will be ready to progress to construction, which is scheduled to commence in the 2027/2028 financial year.

The City has received grant funding under the Main Roads WA State Black Spot Program to upgrade the intersection of Wanneroo Road and Elliot Road, Wanneroo. In support of the submission made by the City, an independent Road Safety Inspection was completed to identify road safety issues at the intersection.

Planned upgrades include:

  • Installing a channelised left turn pocket lane from Wanneroo Road southbound onto Elliot Road to reduce the risk of rear-end crashes and improving sight line issues for motorists turning from Elliot Road.
  • Modifying the existing intersection to improve sight lines for vehicles crossing through the median island.
  • Additional signage upon approach to the intersection and modifying nearby pedestrian crossing points to improve pedestrian safety.
August 2023

The City applied for funding as part of the State Government's Black Spot Programme. In the latest report, a road safety inspection highlighted there is a need for an auxiliary left turn lane for vehicles turning left into Elliot Road. This will alleviate the masking of southbound vehicles by left-turning vehicles.

The road safety inspection also raised concerns that the existing seagull island in the Wanneroo Road median is substandard. The proposal submitted includes the installation of a 65m long auxiliary left turn lane approaching Elliot Road from the north and a minor modification of the central seagull island to improve sight lines for vehicles stored in the central median on Wanneroo Road waiting to turn right.
